April, 2022.<\/p><\/div>\n<p><strong>The digital revolution<\/strong>\u00a0has had a gigantic impact on the people who gather and distribute news.\u00a0 Traditional local and regional newspapers are in sharp decline, according to the\u00a0<a href=\"http:\/\/www.journalism.org\/2016\/06\/15\/newspapers-fact-sheet\/\">Pew Research Center.<\/a>\u00a0\u00a0Many newspapers have gone bankrupt, and all have become less relevant to daily life. \u00a0 Today, far fewer people are keeping a public eye on local and state government.<\/p>\n<p>The reason for the decline is fairly straightforward.\u00a0 Advertising has always been the mainstay of the press.\u00a0 Since the 1800s, news organizations have earned most of their money from display and classified advertising.<\/p>\n<p>Ad executives used to say that only half of their advertising was effective, but they didn\u2019t know which half.\u00a0 In the early 21st century,\u00a0 search engines like Google allowed shoppers to zero in on the best prices, and they also allowed companies like Google to charge marketers for the privilege of coming\u00a0 up high in the search rankings.\u00a0 \u00a0So the Internet made the market more efficient, but it also meant that it was less efficient to advertise in newspapers\u00a0 and magazines.<\/p>\n<p>Classified advertising also became more or less free through services like Craig\u2019s list.<\/p>\n<p>In light of this, it\u2019s important to recall that advertising isnt the only way that the press used to make money, and it isnt the only approach that can be taken in the 21st century.\u00a0 Maybe we could take a page from the old community publishing model.<\/p>\n<p><strong>Community publishing used to approach the mission of\u00a0the press\u00a0as both a business and a public service.<\/strong><\/p>\n<p>Typically you\u2019d find:<\/p>\n<p style=\"padding-left: 40px;\">\u2022 A profitable printing services operation that churned out\u00a0 books, legal notices, \u00a0accounting ledgers, minutes of local organizations, wills and deeds and a thousand other essential record-keeping tools for the public and private business; and<\/p>\n<p style=\"padding-left: 40px;\">\u2022 A not-so-profitable newspaper that provided a public service, and also helped the printing operation stand out from its competitors.<\/p>\n<p>At a industrial scale, regional newspapers remained profitable until advertising revenues started to fall around 2006 \u2013 2008. More recently, the old community printing operations also became unprofitable \u00a0 People use far less paper these\u00a0 days, and many of our books and notices and record keeping tools have\u00a0 been converted to digital forms, where publishing is more efficient and less expensive. \u00a0So along with advertising revenues, \u00a0printing services revenues are also drying up for community publications.<\/p>\n<p><strong>Social media often just present new problems\u00a0<\/strong><\/p>\n<p>In the near-vacuum of community news, we have seen a surge of new media functions, but they often have serious problems. \u00a0Facebook moderators have \u00a0editing styles that are not informed by a tolerance for open debate or any knowledge of where the actual limits of debate are (or should be) according to US tradition and law. Craigslist has no social responsibility, and using it can be risky. Fake news is endemic at the national level and promoted by interested parties at the local level.<\/p>\n<p>Meanwhile, local news is barely covered, and this can lead to dangerous situations.\u00a0 For example, not long ago, a city council in a Virginia community heard an engineering report about rust in the pylons (towers) that hold the bright lights over the football field. The engineers were worried the pylons could fall over in a high wind.\u00a0 But there was no local paper to cover the council meeting.\u00a0 When the band director and the football coach heard about this in private conversations later that week, they were astonished that news so important to their students\u2019 safety was not reaching them.\u00a0 This is\u00a0 the kind of information deficit that we face in the absence of traditional news reporting.<\/p>\n<p><strong>Proposals to fix the traditional media don\u2019t go deep enough<\/strong><\/p>\n<p>Many proposals for new journalism ventures amount to the \u201cbetter pilot\u201d model. If we could just have better pilots flying more specific routes, the idea goes, we\u2019d have more people paying for piloting services.\u00a0 Often these new ventures are non-profit enterprises that have no real hope for financial success other than short-term foundation grants.<\/p>\n<p>We need to envision not only new kinds of pilots and airplanes, but also an entirely different approach to aircraft design. We need new kinds of \u00a0community hangers which not only encourage new pilots, but also new ways to think about what it means to fly, and what airframes and engines and new theories can help us achieve more.<\/p>\n<p><strong>Media services could replace advertising revenues\u00a0<\/strong><\/p>\n<p>Let\u2019s start with the self-evident proposition that every community has information needs, whether its just the humble bulletin board at the local library or the most elaborate community press organizations, or a variety of function in between.<\/p>\n<p>In recent decades, community information needs have broadened, and some of these are already being served by\u00a0commercial media services operations \u2014 for example\u00a0<a href=\"http:\/\/www.flickos.com\/\">Flickos<\/a>\u00a0for video digitization and\u00a0<a href=\"https:\/\/lumoid.com\/\">Lumoid<\/a>\u00a0for media equipment rentals. \u00a0These are \u201clong tail\u201d services that don\u2019t specifically target local political, environmental and social information needs, so they only show the commercial potential, rather than the potential for service.<\/p>\n<p><strong>Media services non-profits or coops\u00a0<\/strong>could provide a new kind of revenue or volunteer structure. Some of the projects a non-profit could take on include:<\/p>\n<ul>\n<li>Volunteer video production unit for meetings, school events, sports and other community needs with full high quality switching and live streaming;\n<ul>\n<li>For instance, using a\u00a0<a href=\"https:\/\/www.bhphotovideo.com\/c\/search?Ntt=Blackmagic%20Mini%20Pro&amp;N=0&amp;InitialSearch=yes&amp;ap=Y&amp;gclid=Cj0KCQjwhLKUBhDiARIsAMaTLnEcp7matl8Rd0DKlNHkuMuGnaEzpU5ro_GyAlSi_jBM0yYMnnvYsroaAmn9EALw_wcBhttps:\/\/www.bhphotovideo.com\/c\/search?Ntt=Blackmagic%20Mini%20Pro&amp;N=0&amp;InitialSearch=yes&amp;ap=Y&amp;gclid=Cj0KCQjwhLKUBhDiARIsAMaTLnEcp7matl8Rd0DKlNHkuMuGnaEzpU5ro_GyAlSi_jBM0yYMnnvYsroaAmn9EALw_wcB\">Blackmagic MiniPro<\/a>,\u00a0\u00a0<a href=\"http:\/\/www.newtek.com\/products\/tricaster-mini.html\">Tricaster Mini<\/a>\u00a0or\u00a0<a class=\"broken_link\" href=\"http:\/\/www.bhphotovideo.com\/c\/product\/1028635-REG\/livestream_ls_hd51_hd51_studio_broadcast_switcher.html\">Livestream HD\u00a0<\/a>51 or low-cost\u00a0<a href=\"http:\/\/www.getmevo.com\/\">Mevo camera<\/a>\u00a0for switching \/ webcasting<\/li>\n<li><a href=\"https:\/\/obsproject.com\/\">Open Broadcasting Software<\/a>\u00a0for streaming on various channels such as Zoom, Y<a title=\"YouTube\" href=\"https:\/\/en.wikipedia.org\/wiki\/YouTube\">ouTube<\/a>,\u00a0\u00a0<a title=\"Twitch.tv\" href=\"https:\/\/en.wikipedia.org\/wiki\/Twitch.tv\">Twitch.tv<\/a>,\u00a0\u00a0<a title=\"Instagram\" href=\"https:\/\/en.wikipedia.org\/wiki\/Instagram\">Instagram<\/a>\u00a0 and\u00a0<a title=\"Facebook\" href=\"https:\/\/en.wikipedia.org\/wiki\/Facebook\">Facebook.<\/a><sup id=\"cite_ref-6\" class=\"reference\"><\/sup><\/li>\n<\/ul>\n<\/li>\n<li>Video and photographic equipment rentals for weekend specials or family event specials<\/li>\n<li>VHS and digital tape to digital transfer, for family heritage videos, as in the Flicko\u2019s business model.<\/li>\n<li>A photocopying \/ scanning operations for printing, document handling and family album reproductions and heritage scrapbooking.<\/li>\n<li>Thermal imaging equipment for home and business energy audits;<\/li>\n<\/ul>\n<p><strong>Additional low-cost services that could be delivered by trained volunteers include:<\/strong><\/p>\n<ul>\n<li>Elderly podcasting support for free audio books, in connection with library and with\u00a0<a href=\"http:\/\/librivox.org\/\">Librivox.org<\/a>; This is especially important public service outreach for nursing homes and vision impaired.<\/li>\n<li>Teen\u2019s educational animation software &amp; studio space (eg Dragonframe\u00a0or other animation application);<\/li>\n<li>Time-lapse photography, ground penetrating radar, drone video, and other advanced digital imaging\u00a0services.<\/li>\n<li>Computer video editing rentals, for the shop, with training, or for experienced users, to take home.<\/li>\n<li>Teen video gaming contests and parental training for video game participation;<\/li>\n<li>Small business marketing and web design consulting and support that empowers the small business owner;<\/li>\n<li>Individual, family and community:\u00a0 Book publishing assistance and local market pooling for low-cost online books and books-on-demand.<\/li>\n<li>Assistance with community blogging for additional information outreach from religious, agricultural, small business development and other local civic improvement groups<\/li>\n<\/ul>\n<p><strong>Community news and\u00a0public agenda setting would be one of the centerpieces<\/strong>\u00a0of this new organization. \u00a0It could (and should) be\u00a0a democratic news environment, where readers and viewers would not only\u00a0vote for the most important stories and set the agenda, but\u00a0would also have a voice in the way information is developed in the first place.<\/p>\n<p>In this instance, members of the community would know in advance about topics coming up in the news and would have an opportunity to comment or contribute. \u00a0Similarly, if a critical mass of readers wanted a reporter to look into a public situation and report back, the readers should be able to initiate reporting efforts. At the same time, professional and citizen reporters could propose and bid on these kinds of projects. \u00a0 So a transparent and public agenda setting function would be a healthy way to approach public issues.<\/p>\n<p>Overall, we can move in the direction of MORE, rather than less, democracy in our\u00a0information systems, especially if we act collectively. \u00a0\u00a0We can face the technological revolution fearlessly, and make the best of it, rather than allow it to make the worst of us.<\/p>\n<p>As Henry David Thoreau said in Walden, over 150 years ago: \u00a0 \u00a0\u00a0\u201cWhy should we leave it to Harper &amp; Brothers \u2026 to select our reading? As the nobleman of cultivated taste surrounds himself with whatever conduces to his culture, genius, learning, [or] wit \u2026 so let the village. Do not stop short at a pedagogue, a parson, a sexton, a parish library, and three selectmen, because our Pilgrim forefathers got through a cold winter once on a bleak rock with these. To act collectively is according to the spirit of our institutions \u2026\u201d<\/p>\n<p><strong>Problems with the media services model\u00a0<\/strong><\/p>\n<p>The media services model is\u00a0 a decentralized structure that depends on volunteer community participation.\u00a0 The professionals are organizers and trainers, and the writers and videographers are the volunteers.<\/p>\n<p>Most businesses would welcome\u00a0 a high level of community interest. However, the news business has for many decades been a \u201ccloistered\u201d profession and its\u00a0 expert practitioners have long been trained to shun rather than embrace community experiences and participation.<\/p>\n<p>Questioned about an approach or underlying theory in the way a story is covered, journalists often react with the phrase: \u201cThe story stands by itself.\u201d In other words, no explanation should be needed.\u00a0 This is contrary to the SPJ Code of Ethics, which says that journalists must be accountable to the public.\u00a0 To be sure,\u00a0 it is understandable given that professional reporters and editors have little time for lengthy debate or discussion if they are going to get any work done. Anyone who has been in that position knows the pressure from partisans and politicians who engage in constant debate about their agendas, hoping to push reporting to the left or right.<\/p>\n<p>In addition, there are some legal reasons why journalists should not disclose their motives when covering a controversial story;\u00a0 any explanation can become the basis for cross examination in a libel suit.<\/p>\n<p>These traditional media procedures contrast with the need for transparency in a community media system.
